Please Co-Sponsor S.330 for Voter Verification

February 09, 2010 Subject: I am writing to ask you to co-sponsor the "Voting Integrity and Verification Act" (VIVA, S.330). In the coming weeks, many states, counties, and other election jurisdictions will be spending nearly $1 billion in HAVA funds to acquire new voting systems in order to meet the January 1, 2006, deadline for compliance with the standards mandated by the Help America Vote Act. Any new voting systems acquired with these funds must provide a voter-verifiable paper record to enable all voters to verify that their votes have been accurately recorded and to enable elections officials to conduct meaningful manual recounts and audits of election results. Voter-verified paper ballots also make it possible to recover from e-voting machine malfunctions, such as those experienced last year in California, Georgia, North Carolina, and elsewhere, without having to re-run a costly election from scratch. Accessible voting technologies, including ballot marking devices, now enable voters with disabilities (including voters who are blind) to mark their ballots and to verify the paper record with privacy and independence. The "Voting Integrity and Verification Act" (VIVA, S.330), recently introduced by Senator John Ensign (NV), ensures that any newly-purchased electronic voting machine must produce a voter-verifiable paper record, and that the paper record must take precedence in case of any discrepancy, recount, or audit. Swift passage of S.330 will ensure that states, counties, and other election jurisdictions make appropriate purchasing decisions with regard to new voting systems and that those systems produce results that are verifiable by all voters and auditable by election officials.
